WHEREAS cannabis prohibition has incurred a significant cost to California in enforcement and incarceration expenses, increased crime by creating an underground economy, disproportionately targeted minority populations for prosecution, strengthened drug cartels, and denied California the ability to tax the production and sales of a significant cash crop.
WHEREAS cannabis has been scientifically proven to be effective in the treatment of the symptoms of Multiple Sclerosis, AIDs and other debilitating diseases and has been demonstrated to be effective palliative care for chemotherapy and other highly toxic therapies for cancer and other diseases, with a lower cost barrier than many other commercial treatments for these illnesses.
THEREFORE LET IT BE RESOLVED that we oppose cannabis prohibition,and in favor of a more rational regulatory method for cannabis production and distribution.
LET IT BE FURTHER RESOLVED that comprehensive treatment methods for cannabis abuse should be developed in place of punitive measures.
